renamed the file because it shouldn't be optional.
there are already files named aq_gate and aq_attunement_drops
so that's why I removed the vanilla tag.

In this version I changed the spell.dbc file to set the level requirement to 20 for ghost wolf and aspect of the cheetah.
I don't want to do that anymore because it may mess up bots using the spells. The level 20 requirement is still there at the trainer.
This does mean that you could add the spell manually as a GM to use it at level 16.

patch-v.mpq also has the spell updates and added item.dbc file needed for quest 1383

This should fix the 'Strings not found' issue while editing spell.dbc
I used an old spell.dbc file that did not have this issue.
I redid the Lexicon of Power requirement fix
Now using 7zip.
Zip file was just over 25MB, github didn't allow me to upload a file over 25MB.
7Zip managed to get it under 25MB.
